The Theological Engine Behind NSPM-7, Orban’s Hungary, and the Architecture of American Autocracy and Christian Nationalism
The actions of the Trump administration aren’t random. They aren’t chaos. And they aren’t just politics. They are a theology. And that theology has a name.
I spent years in intelligence. I bombed bad guys. I served in Congress. I studied and tracked radicalism. I built FISA packages. I sat on the January 6th Select Committee and watched in real time as people who claimed to love this country tried to destroy its institutional architecture from the inside. I know what a threat network looks like. I know how to trace motive, follow money, and identify the organizing logic behind seemingly disconnected actions.
So let me tell you something that should be on the front page of every newspaper in America, and isn’t: the actions of the Trump administration aren’t random. They aren’t chaos. And they aren’t just politics.
They are a theology. And that theology has a name.
It’s called the Seven Mountain Mandate. And once you understand it, everything — NSPM-7, the White House Faith Office, the IRS targeting of nonprofits, Viktor Orban’s Hungary, Pete Hegseth at Defense, the ‘anti-Christianity’ language embedded in a counter-terrorism directive — snaps into focus with a clarity that should alarm every American regardless of their faith, their party, or their politics.
PART I
The Seven Mountain Mandate: What It Is and Why Nobody’s Told You
The Seven Mountain Mandate — also called 7MM, Seven Mountains Dominionism, or the Seven Mountains of Cultural Influence — holds that God commands Christians to take dominion over seven specific spheres of society. Not influence them. Not participate in them. Dominate them. Reclaim them. Conquer them.
The seven mountains are:
1. Government: Who controls the laws, the courts, the military, the agencies.
2. Media: Who controls what people see, hear, and believe.
3. Education: Who controls what children are taught and how they think.
4. Business: Who controls the economy, the money, and the market.
5. Family: Who defines marriage, gender, reproduction, and identity.
6. Religion: Who defines what is sacred and what is heresy.
7. Arts & Entertainment: Who controls culture, narrative, and meaning.
These aren’t metaphors. In the theology of this movement, the seven mountains are not neutral domains — they are battlegrounds between divine truth and demonic deception. Secular institutions are not merely misguided. They are demonically controlled. And Christians are not merely called to vote or advocate. They are called to wage spiritual warfare to retake every sphere of society and hold it under Christian authority until Christ returns.
The movement traces its modern origins to 1975, but came to political prominence after the 2013 publication of Invading Babylon: The 7 Mountain Mandate by Lance Wallnau and Bill Johnson. It is the theological core of the New Apostolic Reformation — the NAR — a network of independent charismatic churches that scholars describe as the fastest-growing segment of Christianity globally.
This belief system is not marginal. In a 2023 survey, 30% of American Christian adults affirmed their belief that God wants Christians to stand atop the seven mountains of society.
By early 2024, that number had risen to 41%. In a country of 330 million people, 41% of American Christians is an enormous, mobilized political constituency.
And it now has a senior adviser in the West Wing.
PART II
Who’s Running It From Inside the White House
On February 6, 2025, at the National Prayer Breakfast, Donald Trump announced the creation of the White House Faith Office and placed Paula White-Cain in charge of it. White is one of the most prominent figures in the NAR. She delivered the invocation at Trump’s first inauguration in 2017, becoming the first female clergy member to do so. On January 6, 2021, she offered an opening prayer before Trump’s speech at the rally that preceded the attack on the U.S. Capitol.

The White House Faith Office’s stated mandate is to address ‘anti-Christian bias’ within federal agencies and promote religious freedom nationwide, with a task force led by Attorney General Pam Bondi (now Todd Blanche) specifically targeting the DOJ, the IRS, and the FBI.
Read that carefully. A White House office run by a Seven Mountain Mandate leader is directing the IRS and the FBI to identify and combat anti-Christian bias.
Lance Wallnau — the 7MM architect who called Kamala Harris a witch and hosted JD Vance for a campaign event — explained in a conversation with Steve Bannon that the White House Faith Office is the ‘foothold’ from which Christian nationalists can, as Bannon put it, ‘seize the institutions of the federal government.’ Those are their words, not mine. Pete Hegseth, who now runs the Department of Defense, is connected to a church within this movement’s network. The personnel are the policy. And the policy is mountain capture.
PART III
NSPM-7: Where the Theology Becomes Law
NSPM-7 — National Security Presidential Memorandum 7 — was issued on September 25, 2025, seven months after the White House Faith Office was created. It is formally titled ‘Countering Domestic Terrorism and Organized Political Violence.’ Most people who’ve read it describe it as a counter-terrorism directive. That is technically accurate and functionally misleading.
Read Section 1 of NSPM-7 with Seven Mountain theology in your mind:
“Common threads animating this violent conduct include anti-Americanism, anti-capitalism, and anti-Christianity; support for the overthrow of the United States Government; extremism on migration, race, and gender; and hostility towards those who hold traditional American views on family, religion, and morality.”
That is not a threat assessment. That is a Seven Mountain Mandate enemies list dressed up in national security language. Every predicate in that sentence — anti-Christian, hostile to traditional family values, extremist on gender — maps precisely onto what the 7MM movement calls the demonic forces occupying the mountains of society.
The document’s operational mechanisms make the intent concrete:
The JTTF Provision (Sec. 2(a)-(c)): Directs FBI Joint Terrorism Task Forces to investigate organizations whose members hold those ideological views — not people who committed violence, but people who hold views the administration has characterized as terrorism-adjacent.
The IRS Provision (Sec. 2(j)): Directs the IRS Commissioner to strip tax-exempt status from organizations 'directly or indirectly' financing political violence. That word 'indirectly' is doing enormous work. A foundation that funds a nonprofit that organizes a protest where someone commits property damage is theoretically within scope.
The Treasury Provision (Sec. 2(i)): Directs Treasury's Terrorism and Financial Intelligence Office — built to track al-Qaeda financing — to trace and disrupt the funding networks of these organizations.
The FARA Hook (Sec. 2(c)(ii)): Directs investigators to pursue NGOs with foreign ties for Foreign Agents Registration Act violations. The Open Society Foundations investigation was announced the same day NSPM-7 was issued. The targeting intent was not subtle.I’ve built FISA packages. I know what investigative infrastructure looks like when it’s pointed at a target. This infrastructure is pointed at secular, pluralist, non-Christian civil society — the organizations, donors, academics, journalists, and activists that the Seven Mountain Mandate defines as the enemy. The legal language is counter-terrorism. The underlying logic is dominionism. That’s not a conspiracy theory. It’s a document. You can read it yourself.
Together, the White House Faith Office and NSPM-7 are the same document running in opposite directions — one defining the protected identity, one defining the enemy of that identity — and together they operationalize the Seven Mountain Mandate inside the legal architecture of the United States government.
PART IV
The Orban Proof of Concept: Someone Already Ran This Program
On April 12, 2026, Viktor Orban conceded defeat in Hungary’s parliamentary election after 16 years in power. Peter Magyar’s Tisza party won a projected two-thirds supermajority at record 77.8% turnout. JD Vance had been on stage with Orban in Budapest five days earlier, calling him ‘wise and smart’ and ‘a model for the Continent.’ Trump had promised economic rewards if Fidesz won.
Before we assess what Orban’s defeat means, we need to understand what he actually built — because it is the most complete real-world execution of Seven Mountain Mandate governance that has ever existed in a modern democracy. Run the mountains against the record:
Government
Orban used his parliamentary supermajority to rewrite Hungary's constitution, pack the Constitutional Court with loyalists, redraw electoral districts to favor Fidesz, and install party allies in every institution of state. He accomplished this in the first two years.

Media
Media owners close to Orban transferred approximately 500 media outlets to a single government-allied foundation — KESMA — which Orban declared a matter of 'national strategic importance' to bypass competition law. KESMA now controls roughly 80% of Hungary’s entire media market. Hungary's press freedom ranking fell from 23rd to 68th in 15 years.

Education
Orban passed laws imposing direct political control over universities, drove Central European University — one of Europe’s most respected institutions — out of the country entirely, and restructured curricula to embed nationalist Christian values.

Business
State advertising contracts, tax structures, and regulatory enforcement were weaponized to reward allied businesses and punish opponents. A progressive advertising tax was introduced specifically designed to bankrupt independent media outlets not subsidized by the government.

Religion
Hungary’s constitution was rewritten to explicitly embed Christian identity as a state value. Laws protecting 'Christian culture' and 'traditional family roles' were codified as sovereignty provisions — language that appears almost word-for-word in NSPM-7’s terrorism predicates.

Family
Anti-LGBTQ+ legislation, constitutional definition of marriage as between a man and woman, and anti-immigration policies framed explicitly as protecting Christian demographic identity.

Arts & Entertainment
Cultural institutions that didn’t reflect nationalist values were defunded and marginalized. Government advertising and subsidies flowed exclusively to compliant outlets.

This is not coincidence. This is the Seven Mountain Mandate executed as a 15-year governing program — without Orban ever using that language publicly, because he didn’t need to. The theology was the operating system. The politics was the interface.
And the people around Donald Trump watched it happen, flew to Budapest to study it, held CPAC events there, hosted Orban’s advisors, and brought the playbook home.
PART V
The Transaction: Trump Doesn’t Believe a Word of It
Here is the most important analytical point in this piece, and the one that makes the architecture more dangerous, not less.
Donald Trump cares nothing about the NAR, the Seven Mountain Mandate, or Christian dominionism. If he knows anything about these concepts, it is through his instinctive ability to adapt and survive in any environment. He is not a crusader. He is a contractor. And he found the most motivated subcontractor in American political history.
The transaction works like this: The 7MM movement gets a true believer running the White House Faith Office, a Defense Secretary whose church is connected to the movement’s theology, a legal architecture in NSPM-7 that criminalizes opposition to Christian cultural dominance, and a governing program that systematically targets every mountain. Trump gets the most motivated, theologically disciplined, apocalyptically committed voting base in American political history — people who believe they are in a cosmic battle with demonic forces and that God himself has anointed their candidate.
The 7MM believers are not naive about this arrangement. They know Trump is a vessel, not a believer. They have said so explicitly. They don’t care. Unlike Trump, who is driven by narcissism and greed, they believe they are in a spiritual battle with the forces of evil. These alliances are merely a means to an end.
Their end, to be precise, is the end of the world as we know it — a Christianized civilization that ushers in the return of Christ. By that theological calculus, a transactional relationship with a man who has never read a Bible verse is a small price to pay for control of the government, the courts, the military, the schools, and the IRS.
This is the kleptocratic architecture applied to theology. Trump extracts loyalty and votes. The movement extracts institutional power. The democracy in the middle pays the bill.

PART VI
What Orban’s Defeat Means — and What It Doesn’t
The Hungarian people voted at the highest turnout in their post-communist history to reject this project. 3.3 million votes for a former Fidesz insider who ran on corruption, economic competence, and the argument that Hungary belongs to Europe, not to Moscow. That should give us genuine hope.
Democratic mobilization can reverse autocratic consolidation, even inside a system that has been stacked heavily against it. Magyar’s victory was powered primarily by economic frustration and anti-corruption sentiment — not abstract democracy theory. Hungarian voters experienced the material consequences of kleptocratic governance: stagnant wages, degraded public services, documented oligarchic enrichment. They decided they had had enough.
But here is what we must hold simultaneously with that hope.
Orban’s defeat does not extract the Seven Mountain Mandate from American governance. The White House Faith Office is still open. Paula White-Cain is still its director. NSPM-7 is still in effect. The IRS directives are still active. The JTTF investigations are still running. The FARA mechanism is still pointed at NGOs. Pete Hegseth still runs the Defense Department. Lance Wallnau is still on the phone with Steve Bannon.
Orban lost for reasons specific to Hungary: documented Russian GRU interference exposed days before the vote, three years of economic stagnation, and a uniquely credible opposition leader in Magyar who had insider knowledge of the regime’s corruption. The methodology — autocratic legalism, media capture, NGO suppression, Christian nationalist framing — is not discredited by one electoral loss. It succeeded for 15 years and remade a country.
The historical parallel demands our attention. Every historian of 20th century authoritarianism will tell you the same thing: the legal instruments came first, and they always looked defensible in isolation. The Reichstag Fire Decree was framed as emergency protection of democracy from communist terrorism. Milosevic’s media laws were framed as protecting national sovereignty. Orban’s NGO laws were framed as transparency and anti-corruption measures. And NSPM-7 is framed as countering domestic terrorism.
The framing is never the point. The mechanism is the point.
The question historians always ask in retrospect is: at what point did the warning signs become undeniable? For Germany, most scholars put it at the Enabling Act of March 1933 — six weeks into Hitler’s chancellorship. For Serbia, it was the media consolidation of 1991-1992. For Hungary, it was the Media Act of 2010. The warning signs in each case were visible to those who were looking. They were dismissed by those who weren’t.
The mainstream media will cover Orban’s defeat as a European political story. A win for democracy. A blow to the global far right. All of that is true.
What they won’t tell you is that the operating system Orban ran for 15 years is already installed in Washington. The icon is on the desktop. And the people running it believe — with the full sincerity of apocalyptic conviction — that God himself put it there.
The Seven Mountain Mandate is not a footnote to American politics. It is not a fringe theology. It is not a metaphor. It is the operating system of the current American executive branch, with Legal instruments already in place, agencies already redirected, and financial machinery already active against the people it defines as enemies.
Orban’s Hungary ran this program for 15 years before civic mobilization at historic scale finally reversed it. We are in year one.
Pay attention. Organize. Vote. And understand what you’re up against — because the people running this program understand it very clearly, and they are counting on the rest of us not to.
